How Bob's tooling relates to the NZ Financial Markets Authority's regulatory regime. Bob is not a Financial Service Provider; brokerage tenants are.

Applies to use of Bob by NZ-based insurance brokerages. Aligns with the Financial Markets Conduct Act 2013 and the FMA's expectations of conduct, record-keeping, and competence.
Bob's regulatory status
Bob Operations Inc. is a technology provider. We are not a Financial Service Provider (FSP), are not authorised under the Financial Markets Conduct Act 2013, and do not provide financial advice. Our brokerage tenants hold their own FSP registrations and are responsible for their advice, their disclosures, and their compliance with their own conduct obligations.
Record-keeping support
Bob’s audit ledger captures every read, write, prompt, citation, RLS check, and voice handoff inside a brokerage tenant. Every entry is hash-chained; tampering with any row invalidates every row after it. The chain is verifiable on demand — the FMA, in the course of a conduct review, can be granted a read-only token to query the ledger and verify chain integrity directly.
Conduct & competence
Bob does not displace a broker’s duty of competence or conduct. The voice twin hands every call to a human the moment a regulated phrase enters the conversation (premium, claim, complaint, hardship, vulnerable consumer). The audit ledger captures every handoff. Brokerage tenants are responsible for training their team to handle the hand-off appropriately.
Vulnerable consumers
Bob’s sentiment classifier flags potential vulnerable-consumer signals (distress language, age cues, plain-language requests). Flagged interactions are routed to a human broker immediately and tagged in the audit ledger for downstream review. We do not act on a vulnerability signal without a human in the loop.
AI-specific disclosures
When Bob’s voice twin handles a call, the recipient hears a verbal disclosure at the start: “You’re speaking with Karo’s voice clone — Karo will take over on premium or claim questions.” The disclosure script is configurable per tenant and recorded in the ledger.
